Eligibility & Enrolment (E&E) Guide

First Nations Eligibility & Enrolment

This First Nations Eligibility & Enrolment (E&E) guide was developed to assist First Nations with preparations for treaty ratification on their journey toward self-governance.

The guide delves into roles and responsibilities of staff and committees members; work-planning and budgeting; procedures; and best practices to strengthen First Nations capacity for self-government and promote effective community engagement.

It also includes key terms, considerations, practical strategies,  real examples, and documents and templates that can be adapted First Nations’ unique needs, diverse circumstances, and forms of governance. As this is a new tool, it will be updated over time with input from First Nations and government.

E&E Form and Letter Templates

Application for Enrolment And/Or Citizenship

This form is to assist First Nations in thinking about developing enrolment and/or citizenship applications. The title of this form will depend on if the First Nation chooses one enrolment process or decides to conduct separate enrolment and citizenship processes.

Application for Disenrollment

This form is to assist First Nations in thinking about the process for citizens to disenroll, as well as the information that they must understand in making their decision. The title of this form will be dependent if the First Nation chooses one enrolment process or decides to conduct separate enrolment and citizenship processes.

Family Tree Paper Form

This form is to assist First Nations in conducting genealogical work for their communities. There are two resources that can be provided to members of the community, this form or a visual family tree. This information can be used internally to understand how many potential citizens a First Nation might gain through this process. It can also be used to assist applicants who are not on the band list.

FAQs

FAQs are a great way to address common concerns, misconceptions, and myths. This document provides answers to some of the common questions asked by citizens whose First Nations are working through the E&E process.
